Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade, launched this morning (Sunday) the electronic portal and automated system for the services of the Environmental Verification and Authentication Unit and the specialized Conformity Units at the General Organization for Export and Import Control (GOEIC). This comes within the framework of joint cooperation between the Ministry of Investment and Foreign Trade and the Ministry of Communications and Information Technology, with the participation of Microsoft and implementation by Interact Technology Solutions.
The event was attended by Eng. Khaled Hashem, Minister of Industry; Eng. Mahmoud Badawy, on behalf of Eng. Raafat Hindi, Minister of Communications and Information Technology; Eng. Essam El-Naggar, Chairman of the General Organization for Export and Import Control (GOEIC); a number of heads of relevant authorities and entities; representatives of partner companies involved in the project’s implementation; and members of the business community.
The Minister of Investment and Foreign Trade affirmed that the launch of the project comes in implementation of the directives of H.E. President Abdel Fattah El-Sisi to continue advancing digital transformation efforts, develop the state administrative apparatus, simplify government procedures, improve the investment climate, and enhance the efficiency of services provided to investors, exporters, and importers.
He further noted that the project is also aligned with the ongoing follow-up by H.E. Dr. Mostafa Madbouly, Prime Minister, on facilitating trade movement, reducing processing time, and strengthening coordination among relevant entities, in a way that positively impacts the competitiveness of the Egyptian economy and supports the state’s objectives of increasing exports and attracting more investments.
Dr. Mohamed Farid Saleh explained that the project represents an important institutional step in the development of the infrastructure supporting foreign trade, by providing environmental verification, authentication, and conformity services through a more efficient and transparent digital system. This contributes to facilitating access to services for the business community, improving the quality of procedures, providing accurate data to support decision-making, and reducing procedural and operational burdens.
The Minister added that the project is not merely a technical upgrade or the automation of existing procedures; rather, it reflects a broader institutional direction toward delivering more disciplined and responsive government services that meet the needs of investors, exporters, and stakeholders engaged in the foreign trade framework. He emphasized that digital transformation in conformity and environmental verification services has become a key factor in enhancing the confidence of international markets in Egyptian products and supporting the ability of Egyptian exports to access global markets.
Dr. Mohamed Farid Saleh further noted that global trade is undergoing rapid transformations toward sustainability, the green economy, emissions reduction, and compliance with environmental and technical standards. This makes the development of environmental verification, authentication, and conformity services a fundamental necessity to support Egyptian companies in meeting new international requirements, particularly in markets that adopt more advanced environmental standards.
The Minister affirmed that certificates and services related to conformity and environmental verification are no longer merely regulatory procedures, but have become competitive tools that enhance the credibility of Egyptian products and strengthen their presence in global markets. He pointed out that the state is working to build a modern system that integrates digital transformation, trade facilitation, sustainability, and export growth.
The Minister of Investment and Foreign Trade noted that the project aligns with Egypt’s commitment to implementing the Trade Facilitation Agreement since its accession in 2019, pursuant to Presidential Decree No. 553 of 2018. This includes a series of reforms aimed at enhancing the efficiency of procedures, facilitating cross-border trade, and strengthening transparency in government services related to investment and foreign trade.
He added that the new framework is designed to provide a structured digital pathway for submitting applications and tracking procedures related to the services of the Environmental Verification and Authentication Unit and the specialized conformity units. This will help reduce time, effort, and cost for the business community, improve service quality, and enhance the Authority’s capacity to deliver more consistent and transparent services.
Dr. Mohamed Farid Saleh also praised the fruitful cooperation with the Ministry of Communications and Information Technology in supporting digital transformation projects across government entities, emphasizing that this collaboration represents a practical model of institutional integration. This is achieved by combining the technical and regulatory expertise of the General Organization for Export and Import Control (GOEIC) with the digital and technological capabilities of the Ministry of Communications and Information Technology.
The Minister further commended Microsoft’s role as a technology partner in the project and its expertise in digital solutions. He also praised Interact Technology Solutions, the implementing company, for developing the digital system in a manner that aligns with the nature of the services provided and the needs of their users.
The Minister of Investment and Foreign Trade affirmed that the Egyptian state is continuing its efforts to develop a faster and more transparent framework of government services that relies on modern technology, supports the business community, and transforms government procedures into an enabler of economic activity. He stressed that every automated service represents a new step toward a more transparent, stable, and investment-attractive business environment.
For his part, Eng. Essam El-Naggar, Chairman of the General Organization for Export and Import Control (GOEIC), confirmed that the launch of the electronic portal and the automated system represents a qualitative leap in the development of the Authority’s services related to environmental verification, authentication, and conformity. He noted that the Authority is working in line with the state’s strategic direction toward digital transformation, improving service quality, and enhancing transparency and governance, in a way that serves the business community and supports foreign trade flows.
The Chairman explained that the project is part of the Authority’s plan to modernize its services and transition toward a more efficient and transparent digital system, in alignment with the Ministry of Investment and Foreign Trade’s policy aimed at facilitating foreign trade, supporting exporters and importers, and enhancing the competitiveness of Egyptian exports.
Eng. Essam El-Naggar added that the electronic portal and automated system will facilitate users’ access to services, provide electronic mechanisms for submitting applications and tracking service stages, and improve communication with stakeholders. This will help reduce service delivery time, increase user satisfaction, and reinforce principles of governance and transparency.
He further noted that the project also contributes to the development of the Authority’s internal operations by improving data management, enhancing monitoring efficiency, and providing measurable performance indicators that support decision-making and strengthen the Authority’s capacity for continuous service development, as one of the key entities supporting Egypt’s foreign trade system.
The project aims to support the system of services related to the Environmental Verification and Authentication Unit and the specialized conformity units at the Authority, through a unified electronic portal and an automated system. These will help improve service quality, enhance governance, provide an accurate centralized database, and support advanced data analytics, in line with international requirements in the fields of quality, environment, and sustainability.
