Minister of Investment and Foreign Trade issues a decree appointing Sherif Yehia as Assistant Minister for Development and Digital Transformation Affairs

  • The decree comes within the Ministry’s strategy to modernize the institutional structure, enhance the efficiency of government services, and advance the transition toward a digital economy.

Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade, issued Decree No. (195) of 2026 appointing Eng. Sherif Yehia Abdel Ghani as Assistant Minister for Development and Digital Transformation Affairs. This step aligns with the Ministry’s plan to develop the institutional work framework, enhance digital infrastructure efficiency, and accelerate digital transformation across the Ministry and its affiliated entities, contributing to improving the investment climate, simplifying procedures, and strengthening the competitiveness of the Egyptian economy regionally and internationally.

The decree reflects the Ministry’s direction toward building a more efficient and flexible government model based on modern technology, through the development of digital systems, upgrading technological infrastructure readiness, enhancing information security, and expanding the use of artificial intelligence and digital transformation applications across investment and foreign trade-related sectors and services.

Eng. Sherif Yehia brings extensive professional and technical experience spanning more than 22 years in information technology, cybersecurity, digital transformation, and digital governance, during which he held several leadership and advisory positions and played a key role in leading and implementing multiple projects in these fields.

He has served as Advisor to the Minister of Investment and Foreign Trade for Development and Digital Transformation since February 2026, where he led several institutional and digital development projects within the Ministry, in addition to establishing implementation frameworks for upgrading services, improving performance efficiency, and integrating affiliated entities into a unified digital system.

He also served as Deputy Assistant Chairman of the Financial Regulatory Authority for Information Technology and Digital Transformation, and Head of the Information Technology Sector at the Authority, where he led numerous initiatives related to developing the technological infrastructure of the non-banking financial sector. He also played a pivotal role in drafting and implementing the Financial Technology Law for non-banking financial activities, in addition to overseeing the implementation of electronic service platforms and digital transformation projects within the Authority.

He also led the implementation of the Digital Supervision and Regulatory Platform, which enhanced the capabilities of the Financial Regulatory Authority (FRA) in monitoring companies and entities under its supervision and oversight. He also supervised the implementation of data integration and connectivity projects with several entities and institutions, including the Commercial Registry, the Tax Authority, insurance companies, and the Egyptian Federation of Consumer Finance. This contributed to improving regulatory efficiency, achieving institutional integration, and enabling secure and effective data exchange.

In the field of cybersecurity, he served as Director General of the Information Security Department at FRA, where he contributed to the preparation and development of information security regulations and frameworks for non-banking financial activities. He also played a prominent role in strengthening digital governance standards and technical compliance within financial institutions.

At the regional level, Eng. Sherif Yehia chaired the Financial Technology and Cybersecurity Committee of the Union of Arab Securities Authorities for two consecutive terms, during which he led the preparation of the Union’s strategic plan in the fields of fintech and cybersecurity. He also contributed to developing rules and regulations for electronic customer identification procedures, thereby enhancing Arab regulatory integration and reinforcing the principles of secure digital transformation in Arab capital markets.

Eng. Sherif Yehia holds a Bachelor’s degree in Engineering from Cairo University, as well as a Master’s degree in Computer Science from the Arab Academy for Science, Technology and Maritime Transport. He also holds numerous professional certifications in information technology, cybersecurity, and project management.

He additionally obtained a specialized certificate from Harvard Law School titled “The Evolving Role of Digital Assets in Global Financial Systems,” and another certificate from the Wharton School of the University of Pennsylvania titled “Fintech and Its Regulatory Implications,” reflecting his advanced academic and professional expertise in fintech and digital transformation.

The decree reflects the Ministry of Investment and Foreign Trade’s direction toward relying on national experts capable of leading institutional development and digital transformation files, in line with Egypt’s vision to build a modern administrative framework, improve the quality of government services, and create a more advanced, efficient, and sustainable investment environment.
