The Cotton Arbitration and Testing General Organization is a public organization affiliated with the Ministry of Investment and Foreign Trade. It was established under the Presidential Decree No. 1105 of 1965 as a neutral technical and supervisory organization tasked with protecting Egyptian cotton varieties from fraud and contamination, and monitoring the movement of cotton from collection centers to local spinning mills or for export, in accordance with the provisions of Law No. 106 of 1973 and its amendments.

The organization plays an active role in achieving the objectives of Egypt Vision 2030, in line with the strategic goals of the Ministry of Investment and Foreign Trade, by overseeing the quality of Egyptian cotton to ensure sustainability, improve standards, and enhance global competitiveness, while preserving the distinguished identity of Egyptian cotton.

The organization’s testing laboratories serve as the official reference for all inspection, testing, and arbitration procedures related to Egyptian cotton. All laboratories are accredited according to the international standard ISO/IEC 17025.

The organization issues technical certificates accredited both locally and internationally, in accordance with the latest global standards that reflect the nature and quality of Egyptian cotton. These certificates form the foundation for the trade and export of Egyptian cotton and enjoy the trust of both domestic and international markets. Additionally, the organization represents the Arab Republic of Egypt as a member of the International Cotton Advisory Committee (ICAC).
